All BGP implementations should follow the same basic route selection
algorithm, as specified in the RFC 1771. The gated description of BGP
route selection at:

  http://www.gated.org/gated-web/code/doc/manuals/config_guide/pref.html#RouteSelection

could also have been used to illustrate the point that "lowest AS
number" is not part of the BGP route selection process.
