service nagle

I'm hoping someone can provide me some clue about the following.

If you enable 'service nagle' on a cisco, under what circumstances
does the nagle algorithm kick in (or does it always kick in)?:

 a. host without nagle initiates tcp connection to cisco router
 b. host with nagle intiates tcp connection to cisco router
 c. cisco router initiates tcp connection to host without nagle
 d. cisco router iniiates tcp connection to host with nagle
 e. host with nagle initiates tcp connection to cisco without nagle
 f. all of the above

I'm sure it applies to b and d, but am curious about the others.
