Even under Netflow the first packet still gets fast-switched if
a route-cache entry exists - so no ICMP redirect would be sent,
but in any case, I wouldn't be surprised if most hosts timeout
redirects after a while anyway (Solaris appears to do so after
about 45 seconds), so only sending one redirect per flow would
be fairly pointless anyway unless the flows were very short
lived.
