[nsp] eigrp routing question

Hello cisco-nsp,

Here is situation.

router1 gets incoming traffic from s0 interface but outgoing traffic go
though via s1 because eigrp advertise.
Here is what I did, but failed.
I put disribution filter on the interface connected to s1, disabling any
routerable IP update via
access-list 99 permit 172.16.0.0 0.0.255.255

Here is the objective, how to make this s0 to be a primary path for out
going.
I even put default gateway on this router, forcing the traffic out to
s0 interface, because of iegrp advertisement coming from s1, it
seems to preffer that path out. How to fix it.

the router connected to s0 has a filter that disable to adv. non routerble
IP address and this router in question use it has default IP.

Any suggestions?
