HSA on dual CPUs in a 7513 is broken in this code. The slave CPU never
comes up correctly.

Also, bugid CSCdr13342 hit one hour after this code was loaded:
Aug 20 12:11:28: %FIB-3-FIBDISABLE: Fatal error, slot 4: No window
message, LC to RP IPC is non-operational

This VIP 2/50 (128/8 MB RAM with two FE PAMs) is now wedged at 100%
CPU load, with high rates of "ignored" packets and packet loss through
the VIP. Currently the VIP is not moving any traffic and is still at
100% CPU load.

All attempts to clear or reset the VIP short of a reload have not
worked. The "clear cef linecard" command recommended in the bugid info
does not work.

Also, an unused GEIP set to admin down generated this error msg:
Aug 22 07:37:16: %FIB-3-FIBDISABLE: Fatal error, slot 3: no memory

All attempts to clear the GEIP slot have also failed. There were no
such failures with this board or HSA or the FE VIP under 11.1(30)CC
code.
