There is no "best", it's a matter of what you need and what you want
and what degree of known problems / bugginess you'll accept.

Late 11.1CC stuff is stable and pretty well debugged, and has had most
7500 hardware retro'd in. Many people are finding reasons to be running
12.0 stuff these days, and while the list of 12.0 bugs is endless, there
are many situations where you won't encounter a show stopper. 12.0.11S3
seems to be good, some people have reported having grief with 12.0.12S
and 12.0.13S is to new to have any useful feedback. 12.1 or various
12.0.x limited lifetime releases are generally for someone who needs
support for a particualar application or adept at dodging speeding bullets.

There are as many answers are there are perspectives...
