The 2621 is a fast-ethernet router... According to the feature matrix,
802.1q is mainlined in IOS 12.1... it is also present in the 12.0(T)
releases.

I am basically doing the same thing. You need a FastEthernet port before
you can do the v-lans on the sub-interface.

I have a 2610 with the standard ethernet port and this is what I ran into.
