Is the 6509 that's being failed a DR or BDR? It sounds like they're having
trouble re-electing a DR. (Maybe they're from Florida :) Have you tried
setting different OSPF priorities on all 4 devices? Do the router IDs that
OSPF is using look right?

have 2 6509's with reundant MSFC's meshed to 2 GSR 12012 via gigabit. When
everything is powered up all OSPF adjacencies establish with no problems and
then BGP comes up with no problems. The problem lies in when we fail a 6509
(power down) the OSPF (our IGP) gets stuck in EXSTART/DR for all neighbors
(sh ip ospf neigh). We have tried a sh/no shut on all interface, even
tearing down OSPF on the MSFC's but to no avail. We have this identical
configuration running at another site with no problems and cannot seem to
nail down the issue. The only resolution is powering down the core and
bringing it back up. The GSR 12012 are running IOS 12.0.10S

Got a call into TAC but wanted to see if anybody had run across anything
similar.
