the original PA-T3 / 2T3 did not support using both subrate + scrambling
with the Kentrox dsu mode because of FPGA space issues. (you could do
subrate + scrambling with the other DSU modes). the "+" version of these
PAs support Kentrox dsu mode with subrate and scrambling.
