[nsp] ATM QoS

We have DSL deployed to a site and we want to do bandwidth limits using
ATM.

We have a 6160 connected to a 7200VXR.

We built atm connection table rows on the 6160 to apply to the PVC's on
each DSL interface. But it doesn't seem to do anything.

Here are some config snippits:

Do we need to do anything on the 7200 to facilitage a forced rate of
256Kb for this DSL PVC?
