But using an external mux will use more space, not less.
One WB28 mux and the needed patch panel takes three RU, maybe
two if you manage to mount the mux behind the patch panel . Then
you need a router, let's say three RU. This way, you've
terminated 28 T1s. Of course, the same router can terminate
multiple CT3, let's says six to be safe.

But, a single 7200 with 48 T1s takes three RU, that's about 300%
less space for up to 48 T1s compared to the above.
