[nsp] Distributed processing for GRE tunnels

We have some 7500 routers running 12.0.12S for distributed GRE tunnel
processing.
I have noticed that when I do a 'show controllers vip x tech-support' I see
all the GRE tunnels as interfaces on all VIP cards.

How does the router decide which VIP is processing each GRE tunnel?
