Look at microflow and aggregate policing on the Catalyst 6000 with PFC1 or
PFC2. A microflow policer can be used to limit particular flows to X Kbps,
and an aggregate policer can then be used to limit all traffic of that type
to Y Kbps.

Similar features are provided by CBWFQ in Cisco 75xx,72xx, and 36xx, 26xx
