Cisco's ISDN implementation is just ridiculously convoluted.
Make it easy on yourself and get a Livingston or Ascend
product....oops, I forgot, both of those companies have been
blackholed by Lucent. Guess you're stuck with Cisco...

If you're in a position to do so, you can get the telco to
put individual dial numbers on each channel. Dial B2 and
have it set up to remote call-forward to the B1 number.

Yes, you MUST have both SPIDs configured to use both channels.
