This should be easily doable with ATM OAM - the interface nicely goes
to "down/down" if the connection is broken. It just doesn't go "down"
or "up(looped)" when it's looped.

In your case, what you could do as well is to put in a floating static
default route from CPE1 to CPE2 (they're on the same LAN, otherwise
HSRP wouldn't work). So if BGP fails, there is no BGP default route,
and CPE1 sends all stuff to CPE2. If CPE1 fails, HSRP takes over, and
gets stuff directly.

Don't forget "no ip redirects".
