Provisioning circuits - CAR, etc???

If you have a T3 and want to provision it in 1MB increments to different customers at a site what are the command options? (I.E. what software commands would allow me to do this).

So for example say I have one customer wanting 10MB and another wanting 3MB and the rest of the T3 unused for future customers - what options do I have and can you give me some examples or references on where to look on CCO?

I suspect CAR or similar. If so what happens to traffic once it reaches the 10MB threshold. And if a customer wants to temporarily change his max CIR so to speak to say 15MB is that easily done?
