Only on intefaces that do what we're calling Label Controlled ATM
(LC_ATM) mode. This means all the interfaces on ATM switch stuff
(LS1010, BPX, etc) as well as LC_ATM interfaces on routers (GSR ATM,
7200/7500 ATM, wherever else it's supported).

Per-interface label space for non-LC_ATM interfaces (either MPLS over
ATM PVCs or MPLS over any other type of interface) is not supported.
