OSI/ISO 10589 ISIS works very well over tunnels as does CMIP, vt, FTAM and
all those other OSI legacy protocols. Several network operators use GRE
tunnels to virtualize the required DCN network for DWDM, SDH gear that do
not talk IP yet and/or keep the area stable.

Of course, if you have huge amounts of packet loss the tunnel is bound to
break and the traffic inside will be affected, too.
