[nsp] High CPU with NAT

Hi folks,

I have a 3640 with a very simple NAT configuration, some dynamic translation
and some static. An interesting thing happen here where with no dynamic
translation, the CPU hits more than 50% only with static NAT!

All my output packets are process switching but the CPU cost are very high
even just for static translation.

Have anyone faced this problem before? Is there any workaround?
