We had something that looked like a missed packet (or lost interrupt)
problem on our GE/IP+. It appeared to me that *all* the packet
received interrupts were being missed all the traffic was scooped
up by a scavenger procedure that ran at the next clock tick.
Our big symptom was that pinging the router over the LAN produced
a delay spread that looked like the 2nd panel in:

We upgraded to 12.0(18)S and our problems went away.
