Yes, in the context of the Cisco NSP list -- that's the way
Cisco does it. But other manufacturers can sample flows off
an interface in both directions. Cisco will probably add that
capability in some future products.

There is nothing intrinsic to the concept of netflow accounting
that makes it an input-only reporting tool. Let your marketing
guy know if output sampling is important to you.
