I would bet that the target host (192.168.1.2) does not know that the
router's primary IP (10.1.1.1) is on the same link, and is sending it to
some other router instead. Eventually the packets do return, but only
after travelling some WAN route.

Try traceroute'ing from 192.168.1.2 to 10.1.1.1
