for the case of DCEF -

slight correction. the buffer headers come from the SRAM on the RSP.
the packet is written directly to the outgoing LCs packet memory.
the arbitration for the buffer header allocation and deallocation
is handled by the QA Asic and the RSP CPU doesn't participate.
