[nsp] How to increase the "rxhi" at controller cbus?

I have a 7513 router. The router has some interfaces
        3 HIP controllers (3 HSSI).
        3 FSIP controllers (24 Serial).
        1 FEIP controller (2 FastEthernet).

There are many packet loss at the FastEthernet interface.
The result of "sh cont cbus" for the interface is as follows.

A guy told me the rxhi is insufficient. So I decreased MTU of
a HSSI interface from 4470 to 1500 and rxhi was increased to 123
(rxhi was 99 before the decrease of MTU of Hssi).
But rxhi is still insufficient.
Could you let me know how to increase "rxhi" with a configuration
change? If there is no solution with configuration change,
please let me know how to solve this problem.
