[nsp] ping timeouts

I've seen this happen before while pinging interfaces on the same router, but
I've just run into it in another situation. It was a serial link set up like
this: The remote end has an ip address on the Ethernet, and the Serial port
is ip unnumbered Ethernet0. The serial port on the local side has an
address in the remote LAN's range. From the local router, pinging the remote
side's Ethernet address times out, but it is pingable from other locations.
