Stephen,

I have seen this a LOT in teaching labs, typically in around 10.3/11.0. It
doesn't seem to hurt anything, but would not clear without a reboot.
Interestingly, this was on V.35 interfaces linked with DTE/DCE null cables,
so it was not a DSU/CSU issue.
