Are changes to the routing system for the next generation allowed to introduce changes in the data plane ? That has been the experience with subnet masking, CIDR, MPLS etc.
It is not unreasonable to expect that some type of forwarding plane changes may be needed. The requirements doc should allow some flexibility for this to happen.
