[nsp] BVI and CEF together

CEF support for BVIs didn't start until CSCdm66218 was added, with and after
the following versions:
12.2(02)B 12.2(03.04)B 12.2(03.04)PB 12.2(03.03)S 12.2(02)T01 12.2(02.04)T
012.002(002.004)
