[nsp] Serial procotol keep bouing

What's the frequency of the protocol bouncing?

For HDLC, I've seen lines bounce at intervals of anywhere from 20 seconds to 12 hours if there's a DS0 mapping mismatch (fractional vs. full T1, etc.).

Cisco users,

Say the router sits on 40th floor of the building, but teleco demarc is at basement of the building,  from my past experience, cisco 1600/1700 with ineral wic does not seem to hold the protocol up though the line itself is good.
Is there any rule of sum that I can use to determine which router to use or how to solve this type of problem?
