I am sorry I mixed up two problems. It is setup the way you suggested above.

6509 (default; line clocking) --- HSSI --- (Internal Clocking) Adtran 3800 (Internal
Clocking) --------- [[[[[[[[ A lot of layer 1 equipment
]]]]]]]]-------- (line clocking) Adtran 3800 --- HSSI --- (default; line clocking) 7513

I imagine it would be a challenge getting our IT dept. to allow users to chose whom to
