[nsp] l2tp-cpu load

We are using 7206s with an NPE-400 terminating roughly 1000 Broadband sessions per box, whereas the router has to fulfill a few more tasks that are also consuming resources (LAN Access, MPLS VPNs, transit traffic). 

The CPU usage (which seems to be the limiting factor in our experience) peaks at about 60% - which is as far as I would like to push a 7206 - anything higher than that might impair your services.
