[c-nsp] Bridging FrameRelay to ATM on Cisco 3640 Router

Hey,
we need to replace an IGX with a Cisco Router.

Actual configuration
Customer 1 2503<==FR==\
Customer 2 1603<==FR==> IGX_HAN1 <==ATM 34M==> IGXSTGT1 <==ATM 34M==> 
IGX_HN1 <==ATM==>3661Router        or last "hop"   IGX_HN1 <==FR==> 
3661Router
Customer 3 2610 <==FR==/

The idea was to replace the IGX_HAN1 with a cisco 3640, that bridges the 
FrameRelay PVC's into the ATM.

Now we have 2 problems:

1.) Customers terminating on the 3661-ATM
Everything is working fine in our testlab (Connection only from IGX_HN1 
8.3 (ATM) to IGX_HN1 6.5 (FR),
connections for customers are working fine, when we terminate them on the 
FrameRelay Router (Configs see at the end of the mail).
The connection doesn't come up, when we try to terminate them on the 
ATM-Router. 
Does anybody have a working example?

2.) Management ATM-Subinterface doesn't come up after reboot
We configured an management access on the 3640, terminating on the 3661 
ATM-Router (Port 8.1 on the IGX) on the other end.
When we reboot the 3640-IGX-replacement-Router, the subinterface doesn't 
come up, but all other connections are working fine.
Did we miss any command?
