I adjust local pref to achieve this. Local pref is a "bigger hammer" as it comes
before AS path length in the BGP algorithm. Set the local pref higher (default
is 100) on the received routes (from your providers) you want your out going traffic to prefer.

Some more things you can do:

Prefer one provider for outgoing (local pref 110) but always prefer
providers customer routes (say local pref 120).
