A fair bit of the latency is caused by sheer physics - speed of light, and
suboptimal paths in underlying SDH networks.

If you have *congestion* at your exchange points, this certainly needs
fixing.  But this has become fairly unusal, with the advent of faster and
faster lines and switches, and not-so-much growth in actual traffic in the
recent few years.
