[nsp] pix restricted license

Hello,

Just trying to clear up some confusion about the restricted/unrestricted
licensing for PIX products.  Lets say I have a 515E, the
restricted/unrestricted license only controls the hardware upgrade options I
have and not the number of users?  Thank you for your advice.
