We calculated them:

1st burst number:  (500000 * 1.5) / 8
2nd burst number:  (500000 * 2.0) / 8

There's a Cisco page that describes this, but I can't rememeber where.  Some
other kind list reader will doubtless come up with it.  (It was IOS that
lowered the actual bitrate number to 496000.  Dunno why.)

With these numbers, we get almost exactly 500 Kb/s.
