[nsp] NPE-G1 LNS / VRF dropped packets problem

Hi Steve,

We had a similar issue related to CEF for 12.2.15T5 on an NPE-400...

12.3.6 Enterprise seemed to fix it....there was an inconsistency with
allocation of CEF switching for pre-cloned interfaces...
