The following 7206/NPE400 hits about 75% CPU pushing one PA-POS-OC3SMI 
to line rate.
You should be able to handle two OC3 ports with a NPE-G1. The following 
router is
carrying full BGP routes and has netflow enable on all interfaces. Most 
of the CPU is being
used for packet forwarding (CEF).

IOS (tm) 7200 Software (C7200-K4P-M), Version 12.0(23)Sx, EARLY 
DEPLOYMENT RELEASE SOFTWARE (fc1)
cisco 7206VXR (NPE400) processor with 491520K/32768K bytes of memory.
