[c-nsp] OID for monitoring E1 link status

thanx steve   this is what  I was looking for
( 1.3.6.1.2.1.2.2.1.8)
gives different states: e.g

ifOperStatus.54 = INTEGER: up(1)
ifOperStatus.54 = INTEGER: down(2)
ifOperStatus.54 = INTEGER: testing(3)
