[c-nsp] IP unnumbered interface & mrtg

should work instantly, but cfgmaker might comment it out for another
reason (down?).
anyway, all reasons can be overidden (--show-op-down etc).
If it still doesn't work post your cfgmaker commandline and output, and
we'll see..
