[c-nsp] cRTP on MLPPP Sup720

It depends on what the multilink interface is configured upon. If it is a 
FlexWAN or Enhanced FlexWAN cRTP is supported, but if it is an OSM module 
then cRTP is not supported on multilink bundles.
