[c-nsp] Cisco IOS-XR running on 12000

Code simplicity makes me doubt that it will support the E0/1/2/4 
linecards in IOS-XR since only the E3 & E5 have ingress and egress 
processors, which just so happens to also align well to the 
architecture of the CRS.  Implementing support for the ingress 
processing only LC's would raise all of the testing permutations and 
feature exclusion issues that are rampant in the 12.0 code base.

But that is a guess.
