[c-nsp] GBIC error message, any clue? (cpd_port_enable: port 25 xcvr_enable_link: FALSE)

Actualy Cisco Does recommend the use of nonegotiate to all GBIG interfaces.
We had this problem before and we replace the GBIGs after talking with TAC.

The GBIC on this 2950 is killing me. Saying shut/ no shut
gets it into error-disabled immediately. I had to say
'speed nonegotiate' to bring this one up. Anyone seen these
scary messages before?
