[c-nsp] IP Cef - Two T1s - getting full bandwidth download but not upload

I tried changing to load sharing per-packet, but got no different
result.  So you are saying that I will have to change to MLPPP with
Sprint, then add the load sharing per-packet?

Per destination load sharing will give a max 1.5mbps to any single 
session.  If you want 3mbps, you need per-packet or MLPPP.  For MLPPP, 
you'll have to coordinate the change with Sprint, if they're willing to
do 
MLPPP.
