[c-nsp] FWSM failover state flapping

Hi Christian,

Thanks for your help !
You were right, in my test environment both outside interfaces were
not seeing each other and when I got the 2 Cats into production, I had
an issue with OSPF adjacency stuck into 2-way state.
After upgrading to 2.3(3) the issue dissapeared.
