[c-nsp] boot images for 72xx to fix in 4M flash

Sorry for the delay but I was able to make this happen.

c7200-boot-mz for 12.0(21)S8 and 12.0(23)S6 are back on CCO.
12.0(21)S8 should allow enough room for one crashinfo and
still fit in a 4M bootflash. 12.0(23)S6 will fit but doesn't
leave enough room for a crashinfo file.

We will be updating the FN to reflect this. We are also working
to see if we can reduce the size of a later image to fix and if
so these older images would be removed.
