[c-nsp] PA-MC-2T3+ and loopup codes

I have a PA-MC-2T3+ and have seen a few times now where it can't loop up a
remote NIU. Our carrier claims to not be stripping the loop up/down codes
or the PCVs used to trigger them. The strange part is that if I have the
carrier loop up the NIU, I *am* able to drop the loop from the router with
the PA-MC in it. I've heard that some of the NIU's (SBC units here, all
Westell AFAIK) are using a different loop up code now but have never
confirmed it. Has anyone else seen this?

I'm using `t1 <ch> loop remote line fdl bell` to trigger to try to loop up
the circuit, and no'ing that to drop the loop. Dropping works, looping up
doesn't.
