Close.  I believe the field you identify as "street" is actually
"common name of CO".  For instance:

MCLNVALV - Mclean, VA - Lewinsville CO (about a block from Lewinsville Rd.)

FLCHVAMF - Falls Church, VA - Merrifield CO (on Gallows Rd. in Merrifield)

CLPKMDBW - College Park, MD - Berwyn CO (on Greenbelt Rd., between Greenbelt
and College Park)

NWCSDENC - New Castle, DE - New Castle CO (on W. 14th St. in New Castle).

And so on...
