[c-nsp] Two DS3s Bounced at the Same Time

Our links were both down for 87 seconds. Hmm....someone else suggested
that this might be a problem with the DS3-12 cards in the ONS15454. We
have one of those here and there is one in the Qwest CO. I should check
to verify what software level they're using on those cards. I found a
field notice that seemed to indicate that flaky code existed for those
cards that would cause them to errantly send out LOS and AIS frames.
