[c-nsp] Question about setting up VTP

Why not bring them both up on transparent mode and then convert one to master,
and then the other?  Would that not work around this for Jeff?  Or, does the
same rule apply in transparent mode?  I have done what Jeff is asking for, but
can't remember the steps I did in order to work around the revision thing..
